On June 30, 2011, the Office of Foreign Assets Control of the U.S. Department of the Treasury (“OFAC”) published a final rule that amended its regulations by (1) replacing the list of names of persons targeted by the various economic sanctions programs administered by OFAC that formerly appeared at Appendix A to 31 C.F.R. chapter V with instructions on how to access the up-to-date Specially Designated Nationals and Blocked Persons List (“SDN List”) on Treasury’s Web site; (2) removing Appendix B to 31 C.F.R. chapter V, which was an out-of-date listing of blocked vessels; (3) replacing references to Appendix A throughout OFAC’s regulations with references to the SDN List on Treasury’s Web site, and removing references to Appendix B throughout OFAC’s regulations; and (4) republishing in its entirety the list of persons in Appendix A to Part 560 - Persons Determined to be the Government of Iran, as Defined in § 560.304 of This Part (i.e., appendix A to the Iranian Transactions Regulations). The final rule containing these amendments was published at 76 FR 38534(June 30, 2011).
