Publication of General License No. 3 - Authorizing Provision of Certain Legal Services

On March 9, 2011, OFAC issued General License No. 3 pursuant to Executive Order 13566 of February 25, 2011, "Blocking Property and Prohibiting Certain Transactions Related to Libya" ("E.O. 13566"). General License No. 3 authorizes the provision of certain legal services to or on behalf of the Government of Libya, its agencies, instrumentalities, and controlled entities, including the Central Bank of Libya, or any other person whose property and interests in property are blocked pursuant to E.O. 13566, provided that all receipts of payment of professional fees and reimbursement of incurred expenses must be specifically licensed.
