Issuance of regulations with respect to Iran to implement Executive Order 13553

​On February 11, 2011, the Office of Foreign Assets Control ("OFAC") published the Iranian Human Rights Abuses Sanctions Regulations, 31 C.F.R. part 562 (76 FR 7695, February 11, 2011) (the "Regulations"), to implement Executive Order 13553 of September 28, 2010 (“E.O. 13553), The Regulations block the property and interests in property of the eight individuals named in the Annex to E.O. 13553 and any person determined (1) to be an official of the Government of Iran or person acting on behalf of the Government of Iran who is responsible for or complicit in, or responsible for ordering, controlling, or otherwise directing, the commission of serious human rights abuses against persons in Iran or Iranian citizens or residents, or the family members of the foregoing, on or after June 12, 2009; (2) to have provided financial, material, or technological support for the foregoing activities or to a person blocked pursuant to E.O. 13553; or (3) to be owned or controlled by, or acting for or on behalf of, a person blocked pursuant to E.O. 13553. OFAC issued these regulations in abbreviated form and intends to supplement them with a more comprehensive set of regulations.
